Several months ago we put into service our first public document: the Bulletin for the formation of a group of teachers in AGD-CBC. In this Bulletin, re-circulating recently that we present as a group and explained what were the reasons that bring us together to promote a work space and discussion to contribute to a more democratic and participatory AGD-CBC.

We believe the work we have done in the meetings and assemblies of AGD-CBC can charge even more strongly if we have a representation in the CD and install express our positions on the Guild's agenda issues on which we stand in previous documents and work regularly in our meetings, namely:
- Finding, discussion and systematization of various regulations and resolutions governing the operation of the CBC, however unknown to most teachers and difficult to access, but of crucial importance when addressing our rights;
- the problem of the lack of institutionalization of the CBC, which affects all the other problems of the institution and is the nodal point of its operation authoritarian. CHAPTER I NAME, ADDRESS

d) Participate in meetings, assemblies or congresses of national and international order when they discuss problems of interest to particular teachers or workers in general.
e) Represent UBA educators at the national or international meetings of such educational, occupational, or cultural, in all delegations, activities, committees or institutions that should be represented as a whole teaching.
f) To exercise the defense of the interests and rights of individuals and groups of educators in union, professional, or cultural.
g) Adhere and / or leave federations and confederations.
h) Promote improvement training courses and job training, and professional association, support libraries, publications and make all kinds of cultural activity.
i) Carry out any lawful activity that is intended to gain improvements of any kind for teaching and research.
j) Engage in the implementation of the status of university teachers.
k) Engage the improvement of social services and tourism partners, by their own means or by agreement with other associations.
l) Engage the participation and all teachers in a single faculty, without regard to hierarchy.
m) Engage in the integration of the University with the environment.

PARTNERS

CHAPTER IV RIGHTS AND OBLIGATIONS OF PARTNERS

ARTICLE 6: Any partner shall enjoy all rights under this statute and the use of the institution.

ARTICLE 8: Maintain membership:
a) Retirees.

OF DISCIPLINARY
Article 14: Disciplinary implementing partners are restricted to:
a) Warning.
b) Suspension.
c) Expulsion.

HERITAGE AND RESOURCE

ARTICLE 21: The assets will consist of:

ARTICLE 26: The accounting period will be annual and will be closed on 30 June of each year or when the administrative authority determined. CHAPTER VII ADMINISTRATION, MANAGEMENT AND CONTROL

ARTICLE 27: The bodies of the Association are:
a) The General Assembly of Associates.
b) The Audit Commission.
c) The Executive Board.
d) General Assemblies of the Faculty or equivalent academic unit.
e) Commissions School Policies Academic Unit oo equivalent.
To become a member of the Executive Board and the Audit Commission, the member must be of legal age to have no inhibitions civil and criminal, and establish a partnership and seniority in the teaching of six months the date of election.

CHAPTER VIII THE GENERAL MEETINGS OF MEMBERS

ARTICLE 28: The General Assembly is the highest organ of the Association. May participate in the same all partners. There are two types of assemblies: the Ordinary and Extraordinary General Assembly.

ARTICLE 29: The Regular Meeting will be held annually, within one hundred twenty days of the annual financial year end. ARTICLE 32: The Extraordinary General Meeting of members of AGD-UBA may be convened by the Executive Board or upon request signed by ten percent (10%) of partners. The meeting shall be convened no less than five days in advance. EXECUTIVE OFFICERS

ARTICLE 37: Members of the Executive Board last two years in their mandates, can be reelected.

ARTICLE 38: The Executive Board shall be deemed to become vacant headless when half plus one of the executives (excluding secretaries delegationships). The charges, in the absence of leaderless, will be covered in accordance with the provisions of Article 39 and 40. DE LOS DEBERES Y ATRIBUCIONES DE LA MESA EJECUTIVA

ARTICULO 41: Son deberes y atribuciones de la Mesa Ejecutiva:
a) Cumplir y hacer cumplir el estatuto.
b) Cumplir y hacer cumplir las resoluciones de Asambleas y las que ella misma adopté por sí.

CHAPTER XI OF THE FUNCTIONS AND POWERS OF MEMBERS OF THE SECRETARIAT

e) To convene the Executive Committee.
f) Preside at Executive Board meetings and vote.
g) Write memory.

ASSISTANT SECRETARY GENERAL OF

ARTICLE 47: The Press Secretary has the following powers:
a) Publicize all acts of the Association.

d) Convene a press conference and draw up the official press release with your signature.
THE SECRETARY OF HUMAN RIGHTS AND SOCIAL Accions

ARTICLE 48: The Secretary of Human Rights and Social Action shall:
a) The defense of human rights in general and partners in particular, advising the Bureau on measures conducive for this purpose.
b) To deal with matters relating to social services established or created by the State for the benefit of education workers.
c) Propose to the Executive Board plans aimed at improving the existing legislation and the creation of new forms of social action.
d) Promote tourism plans, health, leisure and recreation, social, cultural, sports activities, construction housing, and all acts that tend to benefit workers in education.
e) Ensuring the effective participation of the Social Work profession.
ACADEMIC AFFAIRS SECRETARY OF RESEARCH AND RECORDS

ARTICLE 49: The Secretary for Academic Affairs, Research and records shall:
a) develop all types of studies on the content of educational policy and research to prepare proposals and present them to the university authorities.
b) To promote training courses, aimed at raising the technical level, professional work and education workers.
c) Prepare files concerning educational content and teaching methodologies
, selecting all the material that can be obtained.
d) Keep the minutes of the Executive Board.
e) Read the documentation on the agenda when requested.
f) To organize and keep the file and other documentation of the Association.

OF DIRECTORS

ARTICLE 50: Will allocation of alternates to join the Board in case of resignation of a member of the same, as established by Article 40 of this status and in order of choice. CHAPTER XII


THE Audit Commission
ARTICLE 51: The Audit Commission shall be composed of three members and one alternate. Last two years in office, be elected as provided in the relevant chapter of this statute.
The functions of this committee:
a) Review the cash flow of the Association as well as, any special account or credit, whatever its origin, and raise the reports required by the Secretary General of the Association;
b) Conduct tonnages Cash, checks and balances every six months;
c) Report immediately in writing to the Executive Board to note any irregularities or, if in its opinion, the irregularity was not properly normalized within thirty days after it learned of the Executive Board, shall report to the First Extraordinary Meeting that takes place;
d) Review and endorse the annual balance sheet and profit and loss table.

CHAPTER XIII THE ELECTORAL SYSTEM FOR THE ELECTION OF OFFICERS AND EXECUTIVE Audit Commission.

ARTICLE 52: We will jointly make their ballot for the election of members of the Executive Board and Audit Commission.

ARTICLE 53: The regular election is held every two years. The vote shall be by direct and secret vote of all partners assets of the association. The general elections be made by the Executive Board and shall be published with forty-five working days prior to the date of the polls. The date of elections should be fixed with a notice of ninety days from the date of termination of the mandates that must be replaced.

ARTICLE 54: The Election Board shall be appointed by the extraordinary general meeting .. The Electoral Board is a single body to oversee all electoral activities of the different management bodies and control. The Electoral Board shall be constituted within five days of completion of a call. Be composed of three members, who may be managers or candidates. Two alternate members shall be elected to replace those owners according to their order, on presentation of impairment. Regulate all matters relating to the electoral process, not foreseen in the statute, finally resolving all matters concerning the electoral process.
To become a member of the Board of Elections will require six months of membership. They will be responsible
regarding the electoral process, should communicate more and schedule the election within forty-eight (48) hours has been established.

ARTICLE 55: The standards will be made an alphabetical order and another academic unit, including document number and place where he works associate, or where it was played in the previous year.

ARTICLE 59: The charges are distributed among the lists involved in the election under the proportional system. The remaining charges will be awarded according to the number of votes polled in the order established in the bylaws. The distribution of posts in the election for Audit Commission will be held by the proportional system, performing the complete roll call vote. CHAPTER XIV



ELECTORAL SYSTEM FOR THE ELECTION OF COMMITTEES

DIRECTIVES OF AUTHORITY OR EQUIVALENT UNITS ACADEMIC

ARTICLE 60: In the case of executive committees for elections college or equivalent academic unit may vote all teachers of the faculty members or not, which will use the general standard of teaching, which is prepared by the Electoral Board may regulate their production. Teachers who appear in several patterns of academic units may choose in each one of them the Executive Committee of the Academic Unit.

Article 68: Regarding the vote for the election of executive committee of Faculty or equivalent academic unit distribution of the charges made by the proportional system, performing the complete roll call vote, and observing the prescribed for the Executive Board vote.

ARTICLE 69: Each academic unit directly elect union representation. The same may be at home or chair, according prescribed by the board of directors. The representation is 1 representative when the unit has 10 to 50 trabajadroes; of 2 when the unit has 51 to 100 trabajadres, and 1 representative 100 workers in excess of 100. In units with more than one work shift will be 1 delegate per shift minimum. The electoral system is governed by the provisions q Chapter 11 of Law 23,551.



CHAPTER XV GENERAL ASSEMBLY OF ACADEMIC UNIT

ARTICLE 70: The General Assembly of the Academic Unit (college or equivalent academic unit) is the governing body of Academic Unit. Open to all teachers in the Academic Unit and its decisions are sovereign on all matters pertaining to the conduct of the Academic Unit and their specific problems.

ARTICLE 71: are functions of General Assembly Academic Unit:
a) adopt or raise direct action carried out by problems inherent in the Academic Unit.
b) Decide on all topics questions that the Steering Committee and partners.
c) To decide on all matters of academic unit, not the exclusive responsibility of the Executive Board or the Assembly of the Association.

ARTICLE 72: The Assembly will be convened by the Academic Policy Unit and on the precautions to be observed in the regime for his call as well as its operation, will be established by this ordinance to the Assembly Associate General AGD-UBA may be convened, with twenty-four

(24) hours in advance. The assembly will meet with 20% of the members for the respective academic unit. CHAPTER XVI

OF THE EXECUTIVE COMMITTEE OF THE ACADEMIC UNIT

ARTICLE 73: Each of the Academic Units of the Partnership will be represented by a Steering Committee of Academic Unit.

ARTICLE 74: It shall consist of the following positions:
a) A secretary general.
b) A press secretary.
c) A trade union secretary.
d) A secretary of finance, and records.
e) A member holder.
f) An alternate member.

ARTICLE 75: Members of the Steering Committee last two years in their terms, except the assumption stated in Section 61 of this Statute. The members of the board may be reappointed.

ARTICLE 76: The Executive Committee shall be considered without a head when three positions become vacant holders, in which case the Executive Board of the Association shall be responsible for the academic unit on a temporary basis. From that moment, "Only if more than six months for completion of the mandate of the previous policy, the Board shall call elections within the time limits and formalities prescribed under this statute. The Steering Committee will be elected in such circumstances as the duration of its mandate the period that fails to fulfill the mandate of which was headless.

ARTICLE 77: In the case of leaderless General Secretariat, will replace the trade union secretary, leaderless if these two secretariats, will occupy office press secretary until the end of the term.

ARTICLE 78: In the case of leaderless other officers, laid down in Articles 75 and 76, the charges will take the vocal holder.

VXII

POWERS OF THE COMMISSION DIRECTIVE OF THE ACADEMIC UNIT
ARTICLE 80: The duties and powers of the Executive Committee of Academic Unit:
a) Comply, enforcing this statute, the resolutions of the Assemblies.
b) To hold regular sessions every two weeks and the Secretary General requested, and which are requested by two members of the Commission.
c) To convene the General Assembly of the Academic Unit.
d) To appoint, supervise and renew the administrative staff, reporting monthly economic movements to the Executive Board.
e) Take or direct action to lift within its jurisdiction in cases of emergency. CHAPTER
VXIII

FUNCTIONS AND POWERS OF MEMBERS OF THE COMMISSIONS
ACADEMIC UNIT DIRECTIVES

ARTICLE 81: The duties and responsibilities of the Secretary General:
a) Represent the Academic Unit at the university authorities Academic Unit.
b) To sign documents of payment, paying monthly bills to the Executive Board.
c) To sign the minutes of meeting with the Secretary of minutes.
d) To convene the Executive Committee.
e) Chair the Steering Committee meetings with voice and vote. Will have a double vote in case of a tie.
f) Request advice to the Executive Board to fulfill its purposes.

ARTICLE 82: The Secretary-union is the employee of the Secretary General and participate in all tasks that the executive committee or assigned. Have the following attributes:
a) Monitor the implementation of union policy determined by the Assemblies of the Association.
b) assume the functions of the Secretary General in the case of leaderless.

Article 83: the Press Secretary shall:
a) Give notice of all acts of the Academic Unit.
b) To obtain specific information emanating from the respective Faculty.
c) Provide collection and printing required to disseminate propaganda and political acts of the Academic Unit.
d) Convene a press conference and draw up the official press release with your signature.

ARTICLE 84: The Secretary of the Treasury, Finance and Records is responsible for:
a) The management accounting of funds received from the Executive Board in respect of contributions, reporting every six months on the destination and use of these funds.
b) Update the associated flow record.
c) Keep the minutes.
d) To organize and safeguard the file.
e) Supervise the administrative staff.

ARTICLE 85: The functions of vocal headline
a) Replace one or more members of the Executive Committee in case of leaderless, under the provisions of this statute.
b) To participate with the same rights as other members in meetings of the Board.
c) Assist in the various Departments of the Executive Committee in the activities it proposes.
ARTICLE 86: The duties of the alternate member to join the Board of Directors replacing vocal leaderless holder if, in the order they were elected. CHAPTER XIX


STATUS OF REFORM

ARTICLE 87: The present status in all or any part thereof. The need reform can be brought by the Executive Board or at the request of ten percent (10%) of all its members. The need for reform may be raised at the Special Meeting, provided that integrates the agenda for the call to
it.
ARTICLE 88: Raised the need for reform, the Executive Board shall include in the agenda of the first Assembly to be held within fifteen days of formally made the need for reform. Be approved, the need for reform with two thirds of the members present, to vote yes this need.

Article 89: Approved the need for reform, the Executive Board or a committee appointed by the Assembly for that purpose, submit the relevant project, which should be turned to the academic units within fifteen days after the approval of the need for reform.

ARTICLE 90: The Extraordinary Assembly will meet within thirty days of receiving the project in different academic units which may be modified or replaced in whole or parts of it. The reforms will be sanctioned with a two-thirds of the members present at the Extraordinary Meeting of the Association. CHAPTER XX



DISSOLUTION OF THE ASSOCIATION

ARTICLE 91: The Association can only be dissolved by the will of its members expressed an Extraordinary General Meeting convened for that purpose. The dissolution of the Association voting only be taken in that sense express two-thirds of the members present. To discuss and decide the dissolution of the Association, the Special Meeting will exceptionally quorum of fifty percent (50%) of the register of members. For the treatment and resolution of the dissolution of the Association the presence of fifty percent (50%) of partners in the extraordinary meeting shall be effective, treatment shall be prohibited without this condition, regardless of the time from when the call. To become effective dissolution, appoint a liquidation committee elected by the Extraordinary Assembly. Once settled the debts, the remainder is earmarked for donation to the libraries of the UBA.

ARTICLE 92: The Assembly can not sanction the dissolution while there are 25 dues-paying members willing to support it. CHAPTER XXI






TEMPORARY PROVISION ARTICLE 93: In order to submit the present status of approval to the Ministry of Labour and Social Security of the Nation, in order to obtain registration under Article 21 of the 23,551 law, empowering the Executive Committee to amend ssociation this status in terms of shape adjustments may be necessary to create for their legal adequacy.
